South Korea has unveiled an ambitious $1 billion (KRW 1.5 trillion) investment strategy to expand its animation sector over the next five years, aiming to transform from a traditional content producer into a global powerhouse for IP-driven franchises.
Key initiatives under the plan include the launch of a $140 million animation fund this year, expanding to $1 billion by 2030; a new cash rebate program to encourage international co-productions; increased presence at major Asian content markets through national pavilions; and expanded localization efforts via Cultural Centres and K-Content Hubs. Talent development programs will also be rolled out, focusing on global storytelling, franchise creation, and AI integration.
The investment follows a strong year for Korean animation, with sector revenue surging 23% in 2023 — nearly ten times the growth rate of the broader Korean content industry. Recent international successes like Heartsping: Teenieping Of Love and The King Of Kings have further bolstered confidence in Korea’s global animation potential.
For global streamers, distributors, and broadcasters, the move signals a growing pipeline of competitively budgeted, export-ready Korean animated IPs poised to enter the international market over the next three to five years.
