With media consumption habits evolving rapidly—especially among younger audiences—and global streaming platforms dominating the market, Polish public broadcasters must be able to invest in digital transformation. This includes offering on-demand content and new formats to reach audiences online.

While transparency and accountability are important, the EBU cautioned against imposing overly detailed reporting requirements or mandatory consultations on daily operations, as these could hinder flexibility and slow decision-making in a fast-paced digital environment.

Changes to the council’s composition and clearer rules for appointments and dismissals could enhance transparency and political independence.
