The Dubai Films and Games Commission: A New Era for Media in Dubai

The Dubai Films and Games Commission is set to create regulatory frameworks aimed at fostering the growth of the film and video gaming sectors, thereby enhancing their economic contributions to Dubai.

As part of the Dubai Government’s strategic restructuring of media governance, the Dubai Films and Games Commission will operate under the Dubai Media Council. This new commission will take over from the Dubai Film and TV Commission, focusing on the advancement of the film and gaming industries, which are essential to the development of Dubai’s media ecosystem.

This initiative is part of the recently enacted Law No. (29) concerning the Dubai Media Council, announced on December 18, 2024, by His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President, Prime Minister, and Ruler of Dubai. The law empowers the Council with enhanced responsibilities to implement strategies for the growth of Dubai’s media sector, becoming effective upon its publication in the Official Gazette.

Mona Al Marri, Vice Chairperson and Managing Director of the Dubai Media Council, stated, “This legislation signifies the start of a new growth phase for Dubai’s media landscape, further establishing the city as a global media hub. By expanding the Council’s role to oversee the media sector, formulate policies, and set clear regulations, this legislation lays a solid foundation for ongoing progress.”

She further emphasized, “Dubai’s growth has always relied on adaptable legislative frameworks that respond quickly to global changes. These frameworks are vital for attracting investment, discovering local talent, and providing them with the necessary resources for success. By creating a regulatory environment that comprehensively understands industry needs, the new legislation will boost the competitiveness of Dubai’s media sector. The Council is dedicated to developing supportive policies that reinforce Dubai’s position as a leading regional and global center for creative excellence in media.”

Key Responsibilities of the Dubai Films and Games Commission

The Dubai Films and Games Commission will be responsible for establishing regulatory frameworks to support the film and video gaming industries and enhance their economic contributions. Its duties will also include overseeing the development of digital platforms for film and game production and distribution, promoting local films and games in international markets, and supporting local brands, thereby reinforcing Dubai’s status as a global media development center.

Additionally, the Commission will organize exhibitions, events, conferences, missions, training programs, and workshops related to the film and gaming sectors both locally and internationally. It will also analyze sector performance, compile reports, and guide policy development to ensure competitiveness.

Furthermore, H.H. Sheikh Mohammed issued Decree No. (66) of 2024, designating the Dubai Media Council as the regulatory authority for media activities throughout Dubai, including special development and free zones like the Dubai International Financial Centre. The Dubai Development Authority will maintain its jurisdiction over media activities in its designated areas but will collaborate with the Council on regulatory issues.

Additionally, Decree No. (67) of 2024 was issued to transition the Dubai Film and TV Commission from the Dubai Development Authority to the Dubai Media Council.

H.H. Sheikh Ahmed bin Mohammed bin Rashid Al Maktoum, Second Deputy Ruler of Dubai and Chairman of the Dubai Media Council, remarked that the new legislation is part of a strategic realignment in media governance, in line with Sheikh Mohammed bin Rashid’s vision for advancement.

He noted that the expanded mandate will enable the Council to implement transformative changes in Dubai’s media landscape, aligning with leadership’s ambitious goals to enhance the emirate’s profile as a global hub for creativity, innovation, and talent. By leveraging this new mandate, the Council aims to cultivate an environment that attracts top talent and leading media institutions worldwide.

Objectives of Law No. (29) of 2024

Law No. (29) of 2024 outlines the objectives of the Dubai Media Council, including the integration of media efforts across the emirate, adopting a unified strategic vision for the media sector, monitoring the implementation of media strategies, and enhancing Dubai’s competitiveness as a global media hub. The law also aims to position Dubai as a destination for young media talent, support the development of Emirati media professionals, and promote the film and video gaming industries.

This law broadens the Council’s mandate as the primary government authority responsible for regulating Dubai’s media sector. Under this law, the Council will also promote research, innovation, and development; implement strategies for the global promotion of the film and video gaming industries; foster local talent; and attract both domestic and foreign investments.

As part of the Dubai Media Council’s expanded mandate, a new entity called the Dubai Media Permits Office will be established. This office will issue permits for media activities in the emirate and coordinate with the Dubai Development Authority regarding activities within its jurisdiction. The office will develop a comprehensive strategy for regulating these activities in collaboration with the authority.

In summary, the establishment of the Dubai Films and Games Commission and the associated legislative changes represent a significant step forward in enhancing Dubai’s media landscape, providing a robust framework for growth and innovation in the film and gaming industries.
